The Corporate Tax Haven Index published by the Tax Justice Network is a ranking of the world’s most important tax havens for multinational corporations. The ranking assesses how aggressively and how extensively each jurisdiction contributes to helping the world’s multinational enterprises escape paying tax[1]. This index was first launched on 28 May, 2019 and it is planned to be published every two years[2].

The index is composed of two parts. First, a Haven Score is a qualitative assessment, on a scale of 0-100, of how aggressive each jurisdiction is in offering opportunities to multinational enterprises to avoid paying corporate tax. The Haven Score is composed of 20 Haven Indicators, which can be grouped into 5 categories: Lowest Available Corporate Income Tax Rate (LACIT), Loopholes and Gaps, Transparency, Anti-Avoidance, and Double Tax Treaty Aggressiveness.[3] Second, the Global Scale Weight is a quantitative measure of how much each jurisdiction is used by multinational enterprises, measured as the share of the value of foreign direct investment in each jurisdiction on the global total value of cross-border direct investment.[4] The two components of the index are then combined to reach a single measure of importance of each corporate tax haven.

The Corporate Tax Haven Index complements the Financial Secrecy Index, which ranks tax havens according to their contribution to the global problem of financial secrecy[5].

Corporate Tax Haven Index 2019

In the first edition of the Corporate Tax Haven Index, published on 28 May, 2019, the British Virgin Islands were ranked as the world's most important tax haven.[6] The 2019 edition of the index included 64 jurisdictions.Full results of the index are freely accessible at the index's website[7].
