Amir Tehkal ((Urdu: عامر تہکال; born Rafiullah), is an Afghan refugee in Tahkal, Peshawar Pakistan[1]. Amir was torture by police in custody[2][3]. A case has been registered against four policemen including SHO[4] on Wednesday 24 June 2020 and has been arrested in connection with the incident. SSP Operations Peshwar Zahoor Babar was also removed from the post[5].

History

The case began in June 2020 with a video of Amir talking rudely about police and other officials. After the video went viral on social media, the police of Tehkal police station took him into custody, and then a semi-nude video of him went viral on Wednesday 24 June 2020. His friends said he was employed in a restaurant but became addicted to drugs after the lockdown and used abusive language against the police while intoxicated[6].

Government action

Chief Minister Khyber Pakhtunkhwa Mahmood Khan directed the IGP of Khyber Pakhtunkhwa Police Sanaullah Abbasi to immediately suspend and arrest all the police personnel involved in the incident and to inquire into the incident and submit a report and said that full justice would be given to the affected citizen.[7][8]. The provincial government has also set up a high-level committee to investigate the incident[5]. Khyber Pakhtunkhwa information adviser Ajmal Khan Wazir said that the provincial government has decided to hold a judicial inquiry into the incident of police violence against Amir[9].

Justice Qaiser Rashid Khan of Peshawar High Court has summoned the provincial police chief Sanaullah Abbasi and Peshawar police chief and reprimanded them and said that the incident had shaken the foundations of the society.[10].

Protests

Citizens started protests against police in Peshawar and across Khyber Pakhtunkhwa for torturing Amir and making his semi-nude video viral, despite the heat and the threat of a Coronavirus. The protesters demanded immediate action against the policemen involved in the incident[11].[12][13].
